中國駐多倫多總領館將派員于4月11至12日赴曼尼托巴省溫尼伯市現場辦公,受理中國護照、旅行證以及領取養老金資格審核表申請。歡迎大家屆時預約辦理。

On April 11 – 12th, representatives from the Chinese Consulate in Toronto will be coming to Manitoba to deal with the application of Chinese passport renewal, travel permit and pension approval form. We are welcoming everyone to make an appointment.

特別提醒:

▲本次現場辦公為期2天,4月11日在曼尼托巴大學教育學院,4月12日在溫城中華文化中心,請大家仔細閱讀通知并按照流程辦理。

▲現場辦公是證件辦理的補充形式,不能滿足所有外地僑胞的辦證需求。本次現場辦公的預約名額將優先照顧16周歲以下未成年人和60周歲以上老人等特殊群體,如有剩余名額,將向所有年齡段申請人開放。

▲為確保對16周歲以下未成年人和60周歲以上老人等特殊群體的照顧,預約系統將自動識別申請人生日信息。在預約系統中,將生日填寫錯誤的,現場無法受理。

Reminder:

This On-site office day is only for TWO days: April 11th is in University of Manitoba, April 12th is at the WCCCC (Winnipeg Chinese Cultural and Community Centre)

This is a another form of Credential processing and cannot meet all the requirements for the applications that people applied outside the city. The number of appointments will give priority to special groups such as minors: under the age of 16, and senior citizens: over the age of 60. If there are remaining places, they will be open to applicants of all ages.

To ensure the priority of special groups, the system will automatically identify the applicant’s birthday information. In the reservation system, if the birthday is filled in incorrectly, the on-site office will not be able to deal with the application.

三、辦理流程

3. Processing

(一)中國護照、旅行證

1、提前預約:請登錄“海外申請護照在線預約系統” http://ppt.mfa.gov.cn/appo/,按照網頁提示在線填寫申請表,上傳照片,選擇正確的預約地點和時間(詳見注意事項2),并打印出帶有條形碼、預約時間及個人資料的申請表(CPT-3xx表)。

外地辦公預約將于加拿大東部時間4月9日中午12時截止,請盡快預約。未預約或預約不成功(詳見注意事項2),現場辦公無法受理,請理解并相互轉告。

  1. Advance reservation: Please log in to the “Overseas Application for Passport Online Booking System” (http://ppt.mfa.gov.cn/appo/), follow the instructions to fill out the application form online, upload photos, and select the correct reservation location and time (see note 2), and print out the application form (CPT-3xx form) with bar-code, appointment time and personal information.

2、準備申請材料:符合現場辦公受理條件的中國公民(詳見注意事項1),請按我館網站要求,自行提前準備好申請材料(詳見注意事項4),包括各類文件的原件、復印件及照片。

2. Prepare application materials: Chinese citizens who meet the requirements for the on-site office process (see Note 1 for details), please prepare the application materials in advance according to the requirements on the website (see Note 4), including the original and copy of all kinds of documents. And photos.

3、現場排隊:請申請人攜帶預約申請表及申請材料,在預約的時間,本人親自前往預約的地點,不可委托他人代辦。不滿16周歲兒童須由至少1名家長或監護人陪同(詳見注意事項4),聽從現場工作人員引導,按順序排隊辦理。(請您務必在預約好的日期到達指定辦證地點,不可提前或推后。我們無法受理非預約時間和地點的申請。)

3. On-site line-up: Applicants are required to bring the appointment application form and application materials. At the time of the appointment, applicant has to personally go to the place where he/she made the appointment, it cannot be others. Children under the age of 16 must be accompanied by at least one parent or guardian (see Note 4), followed by the on-site staff and line up in order. (Please be sure to arrive at the designated place on the scheduled date, not in advance or delayed. We are unable to process applications for non-reserved times and locations.)

4、材料審核:領事面談,初步審核申請材料,開出受理單和取證單,在電腦系統中留存申請人生物信息并拍照。

4. Material check: Consular interview, preliminary review of application materials, open the acceptance form and the evidence collection form, retain the applicant’s biological information in the computer system and take photos.

5、郵寄申請:申請人需自行將經過領事審核裝訂的材料、申請費用及回郵信封郵寄至我館領事證件處。(詳見注意事項5)

5. Mailing application: Applicants are required to mail the materials, application fees and return envelopes that have undergone with the consular’s verify and mailing back to our consular office. (See note 5 for details)

6、領館審核:我館收到郵寄材料后,將盡快做出是否批準申請并頒發證件的決定。審核過程中,仍有可能聯系申請人補充材料。請確保您申請表中提供的聯系方式正確有效。

6. Consular check: After the consulate received the mailing materials, we will make a decision on whether to approve the application and issue the certificate as soon as possible. During the review process, it is still possible to contact the applicant for additional materials. Please ensure that the contact information provided in your application form is correct and valid

7、寄回證件:證件制作完成后,我館將使用申請人提供的回郵信封將辦妥的證件和收據寄還給申請人。(詳見注意事項5)從收到申請到寄回,整個過程大約需2個月,沒有加急服務。如預計可能急用證件,請勿預約本次外地辦公。(詳見注意事項7)

7. Sending back the documents: After the documents are completed, our consulate will return the completed documents and receipts to the applicant using the return envelope provided by the applicant. (See Note 5 for details.) From the receipt of the application to the return, the entire process could take about 2 months and there is no expedited service. If you are expected to use the documents urgently, please do not make an appointment for this field office. (See note 7 for details)

(二)領取養老金資格審核表(免費辦理)Pension qualification form (free of charge):

不用預約,現場請聽從現場工作人員引導,單獨排隊辦理

No appointment needed, listen to the on-site staff and line up separately.

1、請提前按照我館網站說明http://toronto.china-consulate.org/chn/HQGR/60/t1276180.htm,提前準備好申請材料(護照和居留證的原件及復印件); 

2、本人到場,現場填寫審核表。經領事審定合格者,當場取證。

Personally present and fill out the qualification form. Those who have passed the consular examination will be certified on the day.

四、注意事項

4. Precautions

(一)現場能辦什么證件?What application can be processed on-site?

現場辦公受理中國護照換發或補發,旅行證頒發或換發申請,以及《在境外居住人員領取養老金資格審核表》,不受理公證、認證、簽證等申請。如有疑問,請發電子郵件至[email protected]咨詢。

The on-site office accepts the renewal or replacement of Chinese passports, the issuance or renewal of travel permits, and the “Retirement Form for Pensions for Overseas Residents”, and does not accept applications for notarization, certification, visas, etc. If you have any questions, please email [email protected]

護照換發:申請人的中國護照即將失效(或已失效)或簽證頁即將用完;

Passport renewal: The applicant’s Chinese passport is about to expire (or has expired) or the visa page is about to be used up;

護照補發:申請人的中國護照遺失或損壞。

Passport reissue: The applicant’s Chinese passport is lost or damaged.

旅行證:主要發給在加拿大出生的中國籍兒童(資格認定請見注意事項4);定居加拿大需回中國大陸旅行的港、澳、臺中國同胞;持旅游簽證來加需應急證件回國的中國公民。具體請見我館網站辦證須知的第七、八、九條:

Travel Permit: mainly issued to Chinese children born in Canada (see Note 4 for qualifications); Hong Kong, Macao and Taiwan compatriots who need to travel to China ; China with a tourist visa to return emergency documents citizen. 另,中國公民如屬于以下情況,現場辦公無法受理:

無法提供有效當地居留證明文件的(如楓葉卡,學習許可,工作許可,銀行、水電賬單等);

因公護照轉因私護照的;

我館網站辦證須知中未能列明的其他特殊、復雜或非正常情形的(以我館領事解釋為準)。

In addition, if the Chinese citizens are in the following circumstances, the on-site office cannot be accepted:

Enable to provide valid local residence documents (such as PR Card, study permit, work permit, bank, utility bill, etc.);

Hold a private passport instead of a public passport;

Other special, complicated or abnormal situations that are not listed in the notice of the website of our library (subject to the interpretation of our consular department)

(二)怎么預約?

How to book an appointment?

在預約系統中http://ppt.mfa.gov.cn/appo/在線填寫申請表并上傳照片后,請從3個可選地點中,選擇“溫尼伯11日:曼大”或“溫尼伯12日:文化中心”,切勿選擇“多倫多”,否則現場將無法受理。然后選擇一個時間段。選擇時段后,將自動轉入預約成功頁面,此時請及時下載并打印申請表!(CPT-3xx表,帶有條形碼、預約時間及個人資料),如錯過此環節,申請表可能無法打印,上傳照片有困難的,不影響正常預約,但申請當天必須帶上3張紙質照片。如時間、地點選擇錯誤、只有預約號而未能打印出上述申請表的,我們無法受理。

After filling out the application form and uploading photos online at (http://ppt.mfa.gov.cn/appo/) in the reservation system, please select “Winnipeg 11th: U of M” or “Winnipeg 12th: Cultural Centre” from the 3 optional locations, don’t choose “Toronto”, otherwise it will not be accepted. Then choose a time period. After selecting the time period, it will automatically transfer to the appointment success page. Please download and print the application form in time! (CPT-3xx form, with barcode, appointment time and personal data), if you miss this link, the application form may not be printed, uploading photos is difficult, and it does not affect the normal appointment, but you must bring 3 paper photos on the day of application. If the time and place are incorrectly selected and only the reservation number is available and the above application form cannot be printed, we will not be able to accept it.

每人限預約1次,如有多名家人需辦理證件,請按照實際辦證人數分別預約。

Each person is limited to one appointment. If there are many family members who need to apply for a certificate, please make an appointment according to the actual number of applicants.

When making an appointment online, please ensure that the information is complete and accurate. Please use the modification and cancellation functions carefully, it may result in account lock-down and invalid appointments. (三)提前多久到比較好?How advanced should I be at site?

建議申請人比預約時間提早30分鐘到達辦公地點,聽從現場工作人員引導,按到達先后順序排隊。請勿過早或過晚,以免長時間等候。

Applicants are advised to arrive at the office 30 minutes before the appointment time, follow the instructions of the staffs, and line up in order of arrival. Don’t be too early or too late to avoid waiting for a long time.

辦證現場如有第三方機構提供復印、照相等收費服務,與我館無關。為節省您的時間,建議您提前準備好所有申請文件的原件和復印件。

If there is a third-party agency to provide copying, photographing and other fee-based services, it has nothing to do with our consulate. In order to save your time, we recommend that you prepare the original and copy of all the application documents in advance.

如有護照照片不合格的情況,領事將在審核時告知。申請人只需在郵寄材料前,補充提供合格照片3張,加入申請材料即可,已經領事查驗蓋章的原不合格照片(1張)請一并保留在郵寄材料中。

If there is a photo of the passport, the consulate will inform you at the time of the check. Applicants only need to provide 3 qualified photos before mailing the materials, and then apply for the application materials. The original unqualified photos (1 photo) that have been checked and stamped by the consular are kept in the mailing materials.

(五)怎么把材料寄給總領館?How to mail the materials to the Consulate?

領事現場審核申請材料通過后,將開出受理單和取證單,與申請材料裝訂在一起。請申請人按受理單上的提示,盡快將以下4項材料裝進一個信封,寄至我館領事證件處:Passport & Visa Office(外地辦證),240 St George St, Toronto, ON M5R 2N5。(請務必在信封上用中文標注“外地辦證”,否則您的郵件將被拒收;如未能在2019年5月15日前收到您的郵寄申請,該申請則自動失效)

After the application materials are approved, the acceptance form and the evidence collection form will be issued and bound together with the application materials. Applicants are requested to put the following four materials into an envelope as soon as possible on the ticket, and send them to our Consular Document: Passport & Visa Office, 240 St George St, Toronto, ON M5R 2N5. (Please be sure to mark the “Certificate of Foreign Affairs” on the envelope in English, otherwise your email will be rejected; if you fail to receive your mailing application before May 15, 2019, the application will automatically become invalid)

1、申請材料。包括經領事審核蓋章并裝訂的材料(含受理單和取證單),請勿拆換任何文件。

1.Application materials. Including materials that have been reviewed and stamped by the consul (including receipt and forensics), please do not replace any documents.

2、舊護照原件或兒童舊旅行證/通行證原件。領事在查驗原件后會當場退還給申請人。切勿郵寄楓葉卡原件或其他合法居留證明原件,切勿郵寄兒童的加拿大護照原件、出生證原件、兒童父母中國護照及加合法居留證明原件。

2. Original old passport or original child travel permit/passport. The consul will return it to the applicant on the spot after checking the original document. Do not mail the original original PR Card or other legal residence permit. Do not mail the original Canadian passport, the original birth certificate, the child’s parental Chinese passport and the original legal residence certificate.

3、付費支票。指定收款人為Chinese Consulate General、總金額為30加元的Bank Draft或Money Order。

3. Paid check. The designated payee is Chinese Consulate General, a total of $30 in Bank Draft or Money Order.

4、回郵信封。已預付足夠郵資、填妥地址,我館用于寄回您辦妥的證件和收據。收件人的地址應為申請人的加拿大住址,寄件人為領事館。請自行選擇回郵快遞方式并支付郵資,建議使用可查詢郵寄進度的快遞方式(如EMS、UPS)。請在郵寄前自行記錄信封編號,以備向快遞公司查詢。

4. Return the envelope. Have enough prepaid postage and filled in the address, and the consul will use it to send back your completed documents and receipts. The recipient’s address should be the applicant’s Canadian address and the sender is the consulate. Please choose the return delivery method and pay the postage. It is recommended to use the express delivery method (such as EMS, UPS) which can check the progress of the mailing. Please record the envelope number yourself before mailing in case you need to check with the courier company.

每一份護照或旅行證申請均單獨受理,每個信封請只郵寄一人材料。如有多名家人辦理證件,也須分別郵寄材料、分別準備Bank Draft或Money Order及回郵信封。

Each passport or travel permit application is processed separately, and only one person’s materials are mailed per envelope. If there are multiple family members to apply for documents, they must also mail the materials separately and prepare Bank Draft or Money Order and return envelopes.

由于申請人資料不全或郵寄服務等原因,證件辦理及郵寄可能延遲。證件在郵寄過程中可能發生丟失、損壞等意外情形,使用郵寄服務,意味著申請人知悉此類風險并同意自行承擔而免于追究我館責任。

Due to the incomplete information of the applicant or the postal service, the handling and mailing of the documents may be delayed. If the documents are lost or damaged during the mailing process, the use of the mailing service means that the applicant is aware of such risks and agrees to bear the responsibility of the library.

(六)怎么繳費?How to pay?

申請人需支付給總領館的費用為:護照/旅行證申請費30加元/人,請開一張Bank Draft或Money Order支付給我館,指定收款人為Chinese Consulate General。付款人須簽名,金額務必準確。目前,我館不接受其他付款方式(如個人支票、公司支票、信用卡等)。

The fee payable by the applicant to the Consulate General is: $30 CAD/person for the passport/travel certificate application. Please pay a Bank Draft or Money Order to pay for the Chinese Consulate General. The payer must sign and the amount must be accurate. At present, the consul does not accept other payment methods (such as personal checks, company checks, credit cards, etc.).

除以上費用外,我館不收取其他任何費用,也從未授權任何個人及機構收取額外費用。

In addition to the above fees, our library does not charge any other fees, and has never authorized any individuals and institutions to charge extra fees.

另,申請人郵寄材料以及領館使用您提供的回郵信封寄回辦妥證件的費用,均需由申請人提前支付給快遞公司。

In addition, the applicant’s mailing materials and the cost of returning the documents to the consular post using the return envelope provided by you shall be paid by the applicant to the courier company in advance.

(七)什么時候能拿到證件?When can I get the document?

正常情況下,自收到申請人齊全材料之日起,中國護照將在8周內辦妥寄出,旅行證將在4周內辦妥寄出,無加急服務。

Under normal circumstances, from the date of receipt of the applicant’s complete materials, the Chinese passport will be sent out within 8 weeks, and the travel permit will be sent out within 4 weeks without expedited service.

如您期間可能急用證件,建議勿預約本次現場辦公,可根據需要預約其他辦證時間并來總領館辦理。

If you have to use the documents urgently during the period, it is recommended not to make an appointment for this on-site office. You can make an appointment for other permits and come to the Consulate General.
